Definitions of Terms used on this Website

Active Constituent: the chemical or substance in a pesticide product that can kill, repel, attract, mitigate or control a pest, or that acts as a plant growth regulator. The active constituent is the actual toxicant or toxicants in a pesticide.

Agsafe Accreditation: the accreditation (personnel, premises) program for the agricultural and veterinary chemical industry.
 

Application and Use: the combination of all factors involved in the use of a pest management chemical product, including the concentration of the active constituent in the preparation being applied, the rate of application, method of treatment, number of treatments,

Co-regulation: a process whereby industry and government co-operate to administer prescribed legislation, regulations, standards and codes.

Dangerous Goods: the substances and items classified as such in the Australian Code for the Transport of Dangerous Goods by Road and Rail.

Distribution: the process by which pest management products are supplied to pest managers for use.

Duty of Care: A responsibility to carry out tasks in a safe and efficient manner that does not cause harm or injury to the operator, others, property, or the environment

Environment: surroundings, including water, air, soil and their interrelationships as well as all relationships between them and any living organisms.

Fumigant: means any substance registered by the Australian Pesticides and Veterinary Medicines Authority as an agricultural chemical that is capable of producing a gas and when in the gaseous state kills pests.

Fumigation activity means
- Preparing a fumigant for use;
- Using a fumigant.

Manufacturer/Supplier: a business or individual engaged in the manufacture and/or import of a pest management active constituent or formulating into finished product ready for sale.

Pest includes any arthropod, mollusc, rodent, bird or other biological entity that injuriously affects a person or place, or may injuriously affect a person or a place by:
- Transmitting disease, toxins, or other pests;
- Causing physical damage to a place or thing in the place;
- Causing distress or adverse psychological or social effects in a person.

PestCert: PestCert is an entity of the Australian Environmental Pest Managers Association (AEPMA). PestCert is independently operated under contract to ensure integrity.

Pest Control Activity means:
- Preparing a pesticide for use;
- Using a pesticide.

Pest Management Activity means a fumigation activity or a pest control activity. Pest Management Product: A product used for pest control activity.

Pest Management Chemical Product: Products included in the definition under 'agricultural and veterinary chemicals' in the Commonwealth Agricultural and Veterinary Chemicals Act (1994) and Regulations (1995 & 2003). (Refer to Act and Regulations for full definitions)

A substance or mixture of substances that is represented, imported, manufactured, supplied or used as a means of directly or indirectly:
- destroying, stupefying, repelling, inhibiting the feeding of, or preventing infestation by or attacks of, any pest in relation to a plant, a place or a thing; or - destroying a plant; or
- modifying the physiology of a plant or pest so as to alter its natural development, productivity, quality or reproductive capacity; or
- modifying an effect of another pest management chemical product; or
- attracting a pest for the purpose of destroying it; or
- includes a substance or mixture of substances declared by the regulations to be an pest management product.

Registered PestCert trainers/assessors are defined as those trainers and assessors who enter into a contract with PestCert to use the PestCert assessment criteria to issue statements of achievement to individuals for accreditation purposes.

Pest Management Technician means a person who performs a pest management activity. Registered Product: a product registered under the Agricultural and Veterinary Chemicals Act (1994) and Regulations (1995 & 2003).

Registered Label: a pest management chemical product label registered under the Agricultural and Veterinary Chemicals Act (1994) and Regulations (1995 & 2003).

RTO: means Registered Training Organisation.

Sales/Marketing: the overall process of pest management chemical product promotion, including advertising, product public relations and information services as well as distributing and selling in retail markets.
